The official site for “Toki to Towa” is also up. The copyright we see at the official site confirms the involvement of Taiwanese illustrator and character designer Vofan. Vofan is credited as illustrator. He is known for his works in Bakemonogatari.

Namco Bandai has not announced the name of the new game, but the company has already filed a trademark for Toki to Towa (Time and Eternity).
